An engineer with the Harbours and Rivers Branch of the Public Works Department, Mr A. Williams was responsible for the design and construction of the Bronte Baths and the Bondi Baths for Waverley Council.

Asked to report on the best sites at Wollongong for men's and women's baths, Williams surveyed potential sites and recommended the site of the Chain Baths as ideal for women's baths, while Clarkes Hole or several other sites had possibilities for men's baths.
