During the Depression-era, unemployed people set up camps in coastal
areas.
Councils had limited funds for pool maintenance or other projects related to
ocean baths. Wollongong Council did not have sufficient funds to donate a
trophy to a swimming carnival staged by the unemployed to raise money for a
food depot.
Some of the funds made available to councils for unemployment relief were
used on projects relating to ocean baths. Men engaged in unemployment relief
schemes created and improved many ocean baths.
