It is difficult to keep dogs out of unfenced ocean pools.

While some people like to take their dogs swimming in ocean baths, this is normally only considered acceptable behaviour in the less formalised pools. Other pool patrons may refuse to share a pool with a dog.

Councils were quick to create regulations banning dogs from their ocean baths, but there were often complaints about failure to enforce these regulations

 In the 1920s, a Council dayman decisively resolved the problem of an annoying dog at Kiama's Ladies Baths by burying the dog 'under four foot of good earth'
