Disposal of garbage by dumping it at sea as in the early twentieth
century and more recently by landfilling it in poorly controlled tips near
the sea served to add shark bait to the water and reduce water quality.
Garbage disposal at sea ceased around the 1930s.
Building waste from construction of the baths was also sometimes simply
dumped into the sea, when excavated material was not used for road-making.
